Please tell me why teaching abstinence is insane? Schools get tax money all the time and they don't teach a lot of abstinence in the course of sex education. It is after all the most effective method of preventing teen pregnancy and STD's.

there is a preponderance of evidence drawn from scientific studies that clearly show that abstinence looks good on paper but is not effective in practice. just the fact that pres. bush advocated for abstinence is a good reason to do further research on the subject.
No it's not. Abstinence only education is essentially worthless.
Infection and pregnancy rates are higher in grads of abstinence programs than in programs that include contraception and protection. Abstinence only rates are essentially the same as in those who do not participate in any kind of formal program. There a ton of studies that show this conclusively but here's one that you won't have to read very far to see the conclusion:

Still
Still don't see any reason not to teach it. It should be part of the course it schools. I know that you aren't going to stop it 100%, even an old bird like me knows that. But, when teaching about birth control and safe sex, abstinence should be discussed at the same level as everything else. If it helps even a little, that is positive.

The reason is because it is a waste of tax payer dollars, both to pay teachers for teaching it and giving out tax dollars in the form of awards. The money could be better spent elsewhere.
Redundancy
Redundancy is a frequent pattern in how the government spends our tax dollars. Point is, if the schools taught it adequately the other agencies would probably not be going after and receiving the funding. Better yet, why aren't the parents having the discussions at home.
