Re: Roane County 2015 Reappraisal

Dear Mr. Osborne,

This letter is in response to your letter dated November 10, 2014 in which you requested estimated completion dates for major phases of our reappraisal program. Some of the items have been completed, but will be adjusted at some point during the reappraisal as we gather more data and run our statistical and quality reports.

The following are estimated completion dates for each item:
(1) Residential Base Rate Development – Completed; Final Date – January 15, 2015
(2) Development of Small Tract Schedule – Completed; Final Date – January 15, 2015
(3) Rural Land Schedule Development – Completed; Final Date – January 15, 2015
(4) Valuation of Residential Land – In Process; Final Date – February 1, 2015
(5) Valuation of Rural Properties – In Process; Final Date – February 1, 2015
(6) Review of Commercial Properties – In Process; Final Date – March 15, 2015
(7) Industrial Properties Review – In Process; Final Date – March 15, 2015
(8) Leasehold Interest Valuation – In Process; Final Date – March 15, 2015
(9) Data Quality Reports – Ongoing; Final Date – March 15, 2015
(10) Various Statistical Reports – Ongoing; Final Date – March 15, 2015
(11) Updated Data Base – Ongoing; Final Date – March 15, 2015
(12) Review of Set-Up Tables – Ongoing; Final Date – March 15, 2015
(13) Valuation of all Lake Properties – In Process; Final Date – February 1, 2015
(14) Completion of Rural Land Valuation – In Process; Final Date – February 1, 2015
(15) Expected Date of Mailing Notices – Final Date – May 20, 2015
(16) Completion of Reappraisal Program – Final Date – March 31, 2015

According to TCA 67-5-504, our 2015 Reappraisal must be completed by May 20, 2015. As stated above, we will be finished by March 31, 2015. We plan to finish early so the State Division of Property Assessments will have the month of April to review our reappraisal data and make any recommended changes to us.
According to TCA 67-5-1609, our 2015 Reappraisal Notices must be sent to property owners by July 1, 2015. As stated above, we will be mailing those out by May 20, 2015.
I hope this information is helpful to you and your staff. I sincerely hope this eases some of the concerns that you may have previously had with our 2015 Reappraisal Program.

A Correction

From David Morgan:

I've been speaking with our Commissioners today, and they brought up the RoaenViews article that stemmed from Greg Leffew's letter (I think). It had stated that the Commissioners had delayed my office from getting our new computer system, but actually they had nothing to do with the delay. It was the State of Tennessee who delayed our system from being approved. My budget was approved by the Commission when everyone else's was approved that year, and it included the money for the new system.

I just wanted to clarify that point.

The Commission is discussing this tonight (according to RCN). I think Mr. Morgan had adequately explained the situation. I hope this is not the beginning of a campaign against Mr. Morgan by the County Commission or at least some of the members.
