Is this the right thing to do for the people who are affected? Which town do they want to be annexed by? Since the two towns of Harriman and Kingston are running into each other, why not just combine them?

I'm for studying the benefits of combining all Roane County into one metro government. I would think that there will be tax savings for the county's citizens. The first hurdle to overcome in establishing a metro government was to combine the school system. This has been accomplished.
Next, as the primary city in Roane County, Harriman is the one to take the first action to begin the process. Harriman has drug its feet on taking this first step. There is a State-established method of handling this in a manner that would eventually include the citizens of the county.

I'm open to any of those
I did it alphabetically, but I know how the rivalries intensify when it's about something that doesn't really matter.
