The Fee ordinance suggested in Kingston could well bring the Law of Unintended Consequences crashing down in full force. If the Councilmen want to drive fishermen and boaters away from downtown Kingston, just start charging them a FEE.

And they should make sure they go off and pass Fees without doing any kind of study to see how much administering Fees will cost them. The recent Fee experiment in State Parks was an unmitigated disaster and was one of the things Governor Bredesen took great pride in doing away with.

The Fee system in our National Parks was even more costly, failing to cover the cost of collecting the money, much less generating revenue to pay for improvements, most of which were unneeded and misguided in the first place.
