This is an old article but it shows exactly where Blackburn's loyalties lie:

Last week, U.S. Rep. Marsha Blackburn(R - Brentwood) introduced legislation that would bar the Federal Communications Commission from using its powers to help community-owned Internet service providers compete against private companies. The measure passed on a mostly party-line vote.

The move seems to have come in response to Chattanooga, Tenn.-based utility and Internet service provider EPB's attempt to seek permission from the FCC to expand its ISP services statewide.
