To conflate workers’ health issues with this CCR amendment makes no sense.

This is really just a move from federal responsibility to state responsibility with flexibility to make action site-specific. If done right, it should strengthen the state's role. I will grant you that there is room for mischief, but it is also enabling.

The state still has to answer to EPA with respect to standards.
