Roane State Community College basketball player claims police lied about arrest to cover up excessive force

Howard said he lost his scholarship after he was charged with underage consumption and domestic violence. The domestic violence charge was eventually dropped, but Howard said he was forced to drop out of college after losing his scholarship.

The lawsuit claims Officer Kennedy’s body camera shows him discharging a chemical weapon in clear violation of written policies and procedures and says he used excessive force. It claims “Kennedy lied in his report to cover up those facts, a clear indication that he understood that his conduct was unlawful and unconstitutional.” Howard also also says he was injured during the arrest.
