Pursuant to Tennessee regulation 0400, 12 01.07(1)(m), Horsehead Corporation is holding a public meeting on December 1, 2015 at 6:00 pm at Rockwood Event Center at 116 W Rockwood St, Rockwood, TN 37854 in order to inform the community and provide an opportunity for questions from the community on the Part B hazardous waste storage permit application for a portion of its Rockwood facility.

This application does not propose either adding any new types of material received, processed or produced or changing the size or configuration of current operations. The permit application is for railcar storage operations that have been conducted for years and will be unchanged. TDEC is now requiring a permit for that.

Horsehead Corporation (Horsehead) is a recycling company that recovers zinc and other metals using high temperature metal recovery technology, which has been designated “Best Demonstrated Available Technology” by U.S. EPA. The operation, located at 199 Truck Route, Rockwood, Tennessee, receives and processes electric arc furnace (EAF) dust from steel recyclers and minor quantities of other metal bearing feedstocks as its raw material. Some of this material is received in railcars at the facility prior to unloading directly to process metering bins which are part of the recycling operation. The material is recycled using two Waelz (rotary) kilns to produce two products, Crude Zinc Oxide (CZO) and Iron Rich Material (IRM).

The proposed railcar storage area to be permitted consists of the railroad tracks located on the facility property and railcars stored on those tracks pending unloading. These tracks are accessed via a main line spur located on property adjacent to the facility, but the spur is not part of the permit and is not used for railcar storage.
