From American Canoe Association Counsel, Paul Sanford:

Recent Supreme Court decisions and actions by federal agencies have narrowed the jurisdiction of the Clean Water Act (CWA). As a result, the headwater sections of many of America’s streams and rivers are losing CWA protection. Other seasonal and ephemeral streams, and those that flow in closed basins, are also vulnerable. CWRA would restore the protections of the Clean Water Act to important to these areas.
